Frequently asked questions

Is FORSA a grant or a loan?+
FORSA primarily mobilises an honour loan (interest-free, without guarantee), coupled with support.
Do I need to already have a business?+
No, the programme targets project holders at the idea or seed stage.
How can I maximise my chances?+
A well-structured file and thorough preparation for the committee are decisive—that's our role.
What exactly is the FORSA programme?+
FORSA is a Moroccan national programme supporting entrepreneurship that assists project holders from the initial idea to the actual creation of the business. It comprises three components: an ideation pathway to frame the concept, entrepreneurial training, and financing in the form of an honour loan. The aim is to foster the emergence of new businesses, including local projects, across the entire territory and in all sectors.
Who can benefit from the FORSA scheme?+
The programme is aimed at project holders and business creators, particularly young entrepreneurs, with an idea at the seed stage. No sector is excluded: both innovative projects and local activities are eligible. It is not necessary to already have a company, as this is specifically a creation scheme.
What is an honour loan and what are its advantages?+
An honour loan is a zero-interest financing option, without guarantees or personal surety, which clearly distinguishes it from a traditional bank loan. It is based on the trust placed in the holder and the solidity of their project, and is used to kickstart the activity: initial investments and start-up cash flow. Coupled with support, it also enhances the credibility of the application with banks for potential additional financing.
How does the FORSA journey unfold, step by step?+
The journey follows three phases: ideation (validation of the concept and business model), entrepreneurial training (skills development), and then financing through an honour loan to launch the project. At TargetUp, we structure each of these steps: framing the idea, business plan and financial forecast, preparation for the selection committee, and then support at the start-up phase. This continuity avoids the breaks that often penalise candidates.
What elements constitute a good FORSA application?+
A solid file rests on a clearly defined idea, a coherent business model and a detailed business plan with realistic forecasts. The committee examines the project's relevance, its economic viability and the applicant's capacity to carry it through. Preparing a convincing presentation for the selection committee is decisive, and that's precisely where our support makes the difference.
What factors lead to the acceptance or rejection of an application by the committee?+
A project is accepted when it demonstrates real viability, an identified market need, and a credible and committed holder. Conversely, a vague idea, unrealistic financial forecast, or insufficient preparation for the committee weakens the application. We never promise acceptance, but a rigorous application and good preparation for the presentation significantly increase your chances of selection.
What is the difference between FORSA and INTELAKA?+
FORSA is a support scheme for creation that combines support, training, and honour loans (zero interest, no guarantees). INTELAKA, on the other hand, primarily refers to bank loans guaranteed by the State via Tamwilcom, which are more oriented towards financing business development. The two approaches can be complementary: the FORSA honour loan strengthens your equity and subsequently facilitates access to guaranteed bank financing.
How does TargetUp concretely intervene in a FORSA application?+
Our experts support you throughout the entire process: structuring the idea and business model, drafting the business plan and financial forecast, preparing for the selection committee presentation, and then assisting with the launch. We start with a pre-diagnostic to assess the relevance of your project and guide you towards suitable schemes. The goal is to present a bankable and defensible application, in order to maximise your chances of being selected.
