What is the Horizon Europe programme?+
Horizon Europe is the EU's research and innovation framework programme for 2021-2027, with a budget of approximately €95 billion. It funds collaborative R&D projects with impact, structured into three pillars (Excellent Science, Global Challenges and European Industrial Competitiveness, Innovative Europe). As an associated country, Morocco has access to it and can obtain funding on par with EU member states.
In what form and at what rate is the funding provided?+
Funding is provided in the form of a non-repayable grant covering a large portion of eligible costs. Generally, Research and Innovation Actions (RIA) are funded at 100% of eligible costs, while Innovation Actions (IA) are funded at around 70% for profit-oriented entities. We confirm the exact applicable rate for your call during the pre-diagnostic.
Which organisations and projects are concerned?+
The page targets innovative companies and startups, universities and research centres, as well as high-impact collaborative R&D projects and the search for European partners. Projects can range from upstream research to demonstration and market deployment, in areas such as climate, health, digital, energy, or industry.
How many partners are needed to form a consortium?+
For standard collaborative calls, a consortium must consist of at least three independent legal entities established in three different member states or associated countries. However, some instruments (ERC/MSCA grants, EIC Accelerator) allow for a single lead entity. TargetUp identifies the suitable instrument and helps you form a consortium or integrate into an existing one.
How does the application process with TargetUp work?+
Our support follows four steps: framing (project idea and targeted call), consortium formation (search for EU partners), assembly (writing the proposal), and then submission and tracking (submission on the Commission's Funding & Tenders portal and negotiation of the grant agreement). A pre-diagnostic of eligibility is returned to you within 48 hours.
What criteria are used to evaluate a proposal?+
Each proposal is assessed by independent experts based on three criteria: Excellence (scientific ambition and innovative character), Impact (economic, societal and environmental outcomes, dissemination and exploitation plan for results), and Quality and efficiency of implementation (work plan, risk management, consortium balance). A clear, quantified dossier well-distributed among partners maximises chances, but never guarantees acceptance.
What documents need to be prepared for application?+
A typical file includes a detailed project description (Part B: excellence, impact, implementation), a description of the partners and their roles, a budget broken down by work package, a timeline with work packages and milestones, as well as the administrative data of each entity (PIC registration on the EU portal). TargetUp structures these documents and harmonises the contributions of the entire consortium.
Is Horizon Europe compatible with other Moroccan funding?
The Horizon Europe grant finances the European part of the project and can be combined with national support mechanisms for R&D and innovation (R&D grants, sectoral funds, innovation support), subject to the non-duplication rule: the same costs cannot be covered twice. We verify the coherence of your funding plan to secure the combination.
