Frequently asked questions

Who can apply?+
Businesses, NGOs, cooperatives, and impact project holders, depending on the programme.
What type of support is available?+
Grants, technical assistance, training, networking — varies by programme.
What is the difference between USAID and GIZ programmes?+
USAID is the United States Agency for International Development, while GIZ is the German Agency for International Cooperation. Both fund development programmes, private sector support, training, and innovation in Morocco, typically through calls for projects, partnerships, or grants, with specific thematic priorities (employment, vocational training, energy, entrepreneurship, inclusion). We identify, based on your project, the most suitable window and programme.
Can a private company benefit from these programmes, or are they reserved for NGOs?+
Both profiles are relevant: businesses and impact project holders, as well as NGOs and cooperatives, depending on the targeted programme. Many USAID and GIZ initiatives directly target the private sector (competitiveness, employment, value chains, green transition). Eligibility mainly depends on the nature of the project and its social, economic, or environmental dimension, which we assess during the pre-diagnostic.
Are these funds grants that need to be repaid?+
Most USAID and GIZ supports take the form of non-repayable grants or technical assistance, rather than loans. The expected counterpart is the achievement of development objectives and rigorous reporting. The exact terms (co-financing, own contribution, nature of support) vary from programme to programme and are specified during the review of your application.
What documents need to be prepared to apply?+
A typical application includes a presentation of the organisation, a detailed project note (objectives, activities, expected results, indicators), a provisional budget and timeline, as well as the legal and financial documents of the organisation. Depending on the programme, a theory of change, a logical framework, or partnership letters may be required. We will provide the precise list and assist you in gathering each element.
Which projects are most likely to be selected?+
Projects with measurable impact — job creation, training, innovation, inclusion, ecological transition — align best with the priorities of these funders. A convincing application demonstrates a real need, quantifiable results, a coherent budget, and credible implementation capacity. We structure your application around these criteria to maximise your chances, without ever guaranteeing funding.
How long does it take to prepare and process an application?+
We conduct a free eligibility pre-diagnostic within 48 hours. The preparation typically takes a few weeks, depending on the complexity of the project and the timeline of the call for projects. The processing by the funder depends on their own selection cycles. Anticipating preparation remains the best way to submit a complete and compliant application on time.
What is TargetUp's concrete role in the application process?+
We operate across the entire chain: identifying the appropriate programme, structuring and drafting a compliant application according to the donor's requirements, constructing the budget and indicators, submitting on time, and then monitoring reporting and implementation. Our added value is translating your project into the language, logical framework, and criteria expected by USAID or GIZ.
Can USAID or GIZ funding be combined with Moroccan schemes?+
Yes, in most cases international cooperation support can be combined with national schemes such as INTELAKA, FORSA, Tamwilcom guarantees, Investment Charter grants or training funding through the CSF-OFPPT and GIAC. However, the same expenditure must not be funded twice, and the non-cumulation rules specific to each programme must be observed. We map all available levers to build a coherent funding plan.
